Biography
Mr. Shine practiced law in Rhode Island for decades, concentrating his practice on business reorganization and business consulting. He served as Counsel for the Debtor, Trustee, or creditors in scores of major Chapter 11 Reorganization Proceedings in the U.S. Bankruptcy Court in Rhode Island, including Almacs, Inc., American Shipyard, Inc., Bess Eaton Donut Flour Co., Inc., Derecktor Shipyard, Inc., Guild Guitar Co., Newport Creamery, Newport Regatta Club, Pearson Yachts, Inc., and others. He was appointed Receiver in more than 400 cases by Federal and State Courts in Rhode Island, Massachusetts, Connecticut, and South Carolina.
Allan served as Receiver in cases involving manufacturing and retail businesses, nursing homes and assisted living centers, stock brokerage firms, shipyards, yacht manufacturers, and others. He served as Receiver of Rhode Island Share and Deposit Indemnity Corporation ("RISDIC"), the entity formed to address the State mandated shutdown of 45 Rhode Island banks and credit unions, involving approximately $1.2 billion in deposits of more than 210,000 Rhode Islanders. All depositors affected by that "Credit Union Crisis" were ultimately paid in full, in part as a result of nearly $200 million in recoveries obtained by the Receiver in claims asserted against accountants, attorneys, officers, directors, and others involved in the crisis. Allan also served as Special Counsel for the Rhode Island Department of Business Regulation in numerous matters, including the liquidation of American Universal Insurance Company.
A Fellow and Life Member of the American Bar Foundation, Allan is also a Fellow and Life Member of the Rhode Island Bar Foundation, a Fellow of the American College of Bankruptcy, and has received the Rhode Island Supreme Court Order of Commendation for service as Assistant Disciplinary Counsel (1979), and has received the Governor of the State of Rhode Island's Order of Commendation for service as Receiver in the $1.2 billion dollar Credit Union Crisis (2001). Mr. Shine has been listed in The Best Lawyers of America and New England Super Lawyers.
